Transfer rules?

Sorry to show my lack of knowledge, but are football and men's basketball the only sports that have the current transfer rules in place? Are there "transfer portals" for track and field, tennis, women's softball, volleyball, and gymnastics. Soccer.....all the rest???
I think that there is not....but just curious. And if not, will the women feel that they should have the same opportunity than men do in mens sports when it comes to changing from one school to another?
