Would this apply to someone like Marco who has already transferred once. Would he have to sit out another year or are there still different rules for grad transfers.

Nope. Once a player has graduated, that's it. He can bounce around as often as he would like without penalty.

I don't think it is the death knell for mid majors..

Over the last few years the rather nondescript MW has managed to grab: Marco Anthony, Kigab, Doutrive, Akot, the Martins, Kendall Stevens, Patterson, Washington, Baker, Jarmarl Baker. Thats just those hot happening destinations of Logan, Boise, Reno and Fresno.

That is not mentioning the 4 guys UNLV just snagged from P5 and the guys SDSU gets all the time.

Players want to play..Some move up some move down.

Maybe the solid play is to grab freshman transfers..You get them for 3 years..
I could not agree more. This is where schools like Utah State go and get the redshirt freshmen and sophomores that haven't moved up the depth chart and are now looking to finish their careers some where they are able to get playing time. Our football program signed several guys like this and now they will each be eligible to play in 2021 without having to petition the NCAA. This move is actually HUGE for our football team RIGHT NOW! Time will tell if our basketball program does the same.

This rule just puts football and basketball in line with the rest of NCAA sports. It hasn't killed other sports, so.......
The "other sports" aren't football and basketball....those two programs make it possible for the "other sports" to even exist. Not a good example in my book since football and basketball are the life blood to ALL other college athletics.
