According to some posts on cougarboard.com he gave a verbal but never actually signed. That being said, consider the source.

If he were a "push forward", he wouldn't sign an LOI until August 1st. If that's the case, he is still free to change his mind.

If he is on the fence about it, someone should show him Cougarboard and how they are saying he wouldn't even be their RB2, couldn't get accepted into their prestigious grad schools, etc.

If I was a grad transfer and only had one year of eligibility to play I would probably also reconsider going to a school that just lost 42% of their scheduled games.

IF he ends up at Utah State, I think he adds value to a running back group that is very short on FBS experience.

Covid 19 has made the transfer situation different than what usually happens. Normally a transfer comes in June and starts summer school. At that time he becomes eligible to begin workouts and becomes a member of the team on the first day he attends classes. With summer school being cancelled I assume graduate transfers can change their minds until fall camp begins.
I don't know how it applies to this particular transfer but I would guess its something like this

If a kid is having his scholarship applied as a "push forward" he signs his official paperwork on August 1st. Until that happens technically speaking a kid is still a free agent.

His girlfriend is on the soccer team and I bet he was thinking of USU before but JS gave him the motivation to ask for a release from Byu, which was quickly granted per utah sports radio Twitter.

The funny thing is there still isn't much coming out from the USU side of things but clearly the town of provo is upset enough that they are writing the story for us. There is obviously more than enough information out there to safely assume that the signing of Devonta'e will be announced shortly.

That didn't really need to be confirmed, that angle was kicked around when Henry-Cole was first choosing between us and provo back in December.

I've NEVER been told that this was a done deal. Everyone ran with the reports coming from provo.
