I'm saying no. Realizing that no football means so much lost revenue that many schools, including USU, might see the deaths of their entire athletic departments. I cannot imagine allowing so many people being crammed together in stadiums. I wonder if, somehow, deals could be reached with the networ...

I am doubtful. I think schools and conferences will probably take into account how it affects their bottom line. Does holding some games end up making them lose less money. Any chance that in-state teams will extend their seasons by playing each other. IMO this makes great sense from a revenue perspective. Home and home with both BYU and Utah to round out the season, with each team getting to keep their gate revenues? I think it could work out for everyone.

Twitch can save the tourney: how about they still seed teams and let them play it out online

Twitch will stream all games. Coaches will sub in players and they will play 5v5. It isn't the real thing and definitely benefits those who spend more time playing video games, but would be a way to have some semblance of a tournament and fun for players and fans.
