Media rights would be an absolute mess. The big 10 only approves it if they can get good money in the deal. Plus it only takes a handful of "if i can't play you can't play" to block it. I think it would be fun but I don't expect anything to happen there.

One reason why I don't expect BYU or USU or any G5 teams to pick up the +1 vs the Big 12 or ACC is that they already have non con games scheduled. They can get out of some of them (or with a reduced payout) due to the conference making them but how do you justify dropping someone and then scheduling...
