Ike had his right leg fully wrapped for the post-game fight song, but he was up and walking. My guess is that it's precautionary and not overly serious.

As a female, it came across as the police chief was trying to be "buddy-buddy" with the players + protect them. His statements, while possibly good-intentioned and potentially simply worded porrly, resulted in him being an unsafe person for any woman to report a rape to + for that, he lost his job....
